The Almería city of Mojácar is planning to table a new ordinance at the next plenary meeting, specifically designed to curb noise from road users, residents and from domestic activities, which will prohibit such activities likely to generate a noise on the terraces and residential properties, including playing dice and dominoes, as well as running, jumping, skating, dancing, or dragging furniture in the home.

According to the draft text provided by the Partido Popular government team, the new ordinance aims to prevent, control and reduce the noise of the streets, which is derived from the relationship between domestic and neighbours to “promote the normal development of the life of society”, which will also include patrols to check and enforce infringements from bars playing live music or creating other disturbances.

Preparation of food and drink, singing, playing musical instruments, screaming or talking excessively loud will all be covered by the ordinance, which the government hope will be implemented to ensure the generation of as little noise as possible.

Once approved, there is a mechanism of fines ranging from between 300 to 3,000 euro, depending on the severity of the noise, and also specifies that the use of loudspeakers in public at a commercial or political venue will be subject to municipal approval, although there will be dispensation on the occasion of festivals and local fairs, as nobody would ever want to come between a Spaniard and their fiesta, as well as demonstrations or legally authorized political, religious or trade union related marches.

The inevitable question of animals has already been raised and there is a clause which covers them too, although it is the owners of animals who are to be held” responsible for taking the necessary measures to prevent noise nuisance, whether the animals are inside the house, on balconies, common areas, patios or terraces”, but the more difficult clause to satisfy might be the one which states that it is to be prohibited “even temporarily” to leave animals alone in a home, “where noise bothers the neighbours”, but some might also say that the amount of unemployment and lack of jobs which the PP government has created would actually make this achievable anyway.

Works on public roads will be heavily restricted in the summer months, so the heavy machinery doesn´t cause too much noise, in particular, road works will be banned between the 15th of July and 31st of August.

And so, as the residents of Mojácar sit peacefully in their homes, resting in the quiet and the silence that will be enforced, being careful not to drag their chair on the floor, not shouting, screaming or talking too loud and also wrapping their doors in cotton wool, as even the bang of a door will be punishable with a fine, which may seem extreme, but it is starting to sound idyllic.
