STOPPING THE CLOCKING OF SECOND HAND CARS

“Clocking” cars, or Odometer Tampering as it´s officially know, was said to be standard practice when selling a second hand car in Spain, with private owners and dealers turning back the time of wear and tear by fraudulently claiming the distance travelled by the vehicle was much less than reality, thus increasing the potential resale value of the vehicle.
However, the Spanish government have issued an amendment to Royal Decree 224/2008, relating to the “general rules for installation and operation of stations for technical inspection of vehicles”, or ITV stations as we might know them, that from December the 31st this year, those ITV stations who carry out the vehicle inspections must report and record “the odometer reading at the time of the inspection if it is available”.
The Spanish based European Automobile Associates, the AEA, has made this recommendation on a number of occasions in the past and applaud the action as “a measure of protection for used car buyers, who are more and more numerous in Spain”.
