Opposition Partido Popular politician, Victor Bernabeu, has criticised the government team of Orihuela for wasting Money on feeding animals that have been homed in the purpose built municipal refuge centre, claiming that 160,000 euro was spent last year on bills and that some of the authorisations “do not make sense”. The opposition member also alleges that this money was given to a supplier who had direct links with the council, and was not fairly awarded.

The PP state that the first feed bill, for 24 months, was for a total of 51,855 euro, and the second, for four months, was 10,000 euro. Bernabeu told reporters, “these bills do not correspond at all with the number of animals that are handled”, and that little more than a quarter of the money spent, about 12,000 euro, would have been more than enough.

Responding to the claim, the Councillor for Health, Luis Galiano, has accused Bernabeu, of “fables and lies”, as, “the award for the 51,855 euro contract was made through a tender process to which several companies were invited. Finally two of them presented their offer and after the mandatory report of municipal technical assessment, the service was awarded to the one that submitted the most economically advantageous tender, as it provided one euro less per kilo of feed”.

Galiano also pointed out that the amount relates to a maximum annual supply, but ultimately is paid annually based on the amount of food actually consumed, stating that Bernabeu “did not want that reality to spoil a headline”.

In relation to the 1.3 million euro originally spent to build the centre, Galiano pointed out that “no municipality has a centre similar to ours”, continuing that, “The centre was designed to accommodate a facility for training, public awareness and animal-assisted therapy.

The Animal Protection Centre has an estimated mean input 700 animals a year and is enforceable as an animal health program, besides providing other services “to comply with the regulations that the same Mr. Bernabeu approved”.

Galiano fired back at the PP, accusing them of wanting to have the centre converted into a single kennel, where animals are simply sent to await euthanasia, rather than the benefits that the education and welfare facilities provide are far superior to any other, and “it has been shown that the only thing that interested the PP was spending over 200 million pesetas in a work contract and then pose later for a photo to pretend their involvement with the respect and protection of animals as they faces an election”.
