TORREVIEJA MOBILE PHONE TENDER FAILS FOR A SECOND TIME

Torrevieja town hall has failed in its second attempt to award the contract for mobile telephony services, since the original “framework agreement” it had with Vodafone expired in February.

The tender process came about after recent scandals to do with mobile phone misuse revealed that the local government had been paying for mobile telephones without a correctly tendered contract sice the year 2000. In fact, the 600 staff who work for the town hall manage to clock up a bill of around 300,000 euro per year of public money, according to information provided by opposition groups.

Following the February termination, the town hall had attempted to contract a new supplier in March, but this process failed, as has this latest attempt, which is believed to have failed after the only bidder, Vodafone, who submit countless bids throughout Spain each year, seemingly “forgot” to submit a required document of a bank guarantee, certified by a Notary.

The Procurement Department has now launched a third procedure to adjudicate the provision and has appointed an official to instruct on submissions. This time, the tender seeks to try to bring more data facilities under the same contract, with fixed line services currently provided by Telefónica, data currently provided by TVT, a local cable television operator, as well as the mobile phones which are currently, albeit incorrectly, provided by Vodafone.

A court is still investigating the alleged improper use of municipal media, including the allegations of using public funded phones to call prostitutes, competition lines and for trips abroad, amongst other things.
