The General Plan assumes continued growth in a housing bubble

The Association Of Neighbours ‘San Miguel Arcangel’ continues its legal challenge in The Supreme Appeal Court Madrid in opposition to San Miguel De Salinas’ Partido Popular Town Hall Administration in the matter of The Plan General Of Urban Planning.

The Neighbours Association last week filed notice of opposition in the Supreme Court against the appeal by the Town Council Administration of San Miguel de Salinas. In a previous judgement at The High Court of Justice of the Valencia Community (TSJCV) it ruled that changes to the General Urban Plan submitted by the ruling PP Administration should be suspended and annulled for breach of European Parliament regulations regarding the requirements for a Strategic Environmental Impact Assessment.

Following the judgement by the TSJCV, it is alleged that The PP Administration headed by Mayor Ángel Sáez Huertas launched a smear campaign against the Neighbour’s Association, channelled mainly through local television, with the main objective of preventing the association from continuing its opposition before the Supreme Court. The mayor openly accused the association of adding to the economic crisis and local unemployment by opposing his plans ‘with their environmental reasoning’.

The General Plan assumes continued growth in a housing bubble. With a current population of 7000 residents the Plan General projects a growth of 40,128 new homes and 100,320 residents. Other macro figures in this plan are the annual consumption of nearly 9 million cubic metres of drinking water and the generation of 7 million cubic metres of sewage and 46 tons of municipal waste.

This exponential growth and unbridled development pose a serious threat to the survival of the current population and the environmental surroundings of the town, especially for the Sierra de Escalona and Dehesa de Campoamor.

These are areas of valuable natural wilderness within the municipality which the Associations of both Neighbour’s ‘San Miguel Arcángel’ and Friends of the Sierra Escalona have long campaigned to be declared as a Natural Park within the Valencia Autonomous Community and therefore receive protection from future ingression and speculative development.

The Plan General sought by The Partido Popular continues to disregard both the issues of environmental impact and the need for such growth.
