Serrano said that the first the authority had heard of Starbucks opening was when she was invited to the official opening via social media, and no paperwork had been submitted to the council.

The outlet had to close for a time whilst documents were eventually submitted with Serrano then approving the reopening of the business.

Starbucks said that they had followed everything that they were told to do at the outset and were surprised by the authority’s actions.
