Both men are believed to be members of the so-called ‘legal unit’ [a unit comprising members who do not have police records and live apparently normal lives] of ETA referred to as Izarbeltz and the Spanish Guardia Civil have accredited their involvement in four attacks in 2002 against the University of Navarre, El Corte Inglés in Zaragoza and two companies in Arguedas and Azagra (Navarre).
