Within the framework of the United Nations Development Programme and the structure of the United Nations Office for West Africa (UNOWA), the Secretary-General of the United Nations has appointed Brigadier General Fernando Gutiérrez Díaz de Otazu as chief advisor on matters of reforming the security sector to the President of Guinea-Conakry.
