Drought discussions continue today

The Congress of Deputies will hold a session today, Wednesday, to either validate or reject the Law adopting a series of urgent measures on land and water in response to the drought.

Despite the fact that the Cortes were dissolved due to the electoral advance, the decrees must be validated by Congress within thirty days of their publication in the BOE, as established in article 86 of the Constitution. When the Chambers are dissolved, it is the Permanent Deputation that assumes this debate and vote, in which the support of a simple majority of its members is required, that is, more votes in favour than against.

The Government’s initiative establishes, among others, “support measures” for the owners of farms who “have seen their situation aggravated” by the climatic context of drought and high temperatures and which has added to “the serious situation” generated by the war in Ukraine.

The text approved by the Council of Ministers is dictated, as stated in the explanatory statement, to guarantee “the resilience and sustainability” of agricultural and livestock farms, so as to ensure food security and “help reinforce the path of economic growth of our country”, through “management and support” measures for supplies and irrigation located in the affected territorial areas.
