State Secretary for Security hands over Secretariat Pro Tempore of ?Cadiz Group? to Panamanian counterpart

24/04/2013. The State Secretary for Security, Francisco Martínez, and the Deputy Minister for Public Security of Panama, Manuel Moreno Quiroz, presided over a ceremony to transfer the Secretariat Pro Tempore of the “Cadiz Group”, which involves overseeing the proposals adopted at the 1st Ibero-American Meeting of Home Affairs and Public Security Ministers – held in Valencia on 17 and 18 September 2012 – and reflected in the Valencia Declaration.
