The Minister for Agriculture, Food and Environmental Affairs, Miguel Arias Cañete, explained that “Spain will be the largest contributor to the reduction of discards by the EU fishing fleet”. He also warned that the obligation to land fish smaller than the minimum size in the Mediterranean “may well create an illegal market for immature fish”.
