Spain is in the process of implementing a new telecommunications law, which, in line with the European Union´s agenda, will ensure that by the year 2020, everybody in the country will have access to high speed internet up to 30 Mbps, whilst ensuring that at least 50% of all households will have access to speeds of up to 100Mbps.
Meanwhile, Congress has this week sanctioned plans for them to get access far sooner than the rest of us, with the approval of a 399,300 euro budget to bring high speed internet to themselves by 2014. Moreover, the representatives also believe that it is not possible to provide the service within the budget allocated, with their own forecasts stating that the value of the contract will exceed 500,000 euro.
The approval was made in November, but the details have been kept guarded from public scrutiny until now, when the contract to provide the service was put to public tender. The budget was set at 330,000 euro net, which is 399,300 euro inclusive of 21% IVA. However, technicians and experts believe that the actual costs will be in the region of 576,000 euro, not including IVA.
The breakdown of costs has been put at 72,600 euro from May to December, 2014, then payments of 108,900 euro per year for the next 3, until 2017, then extendable by 2 years for another 108,900 euro per year. There is also a 20% surcharge for any changes to the contract, or 79,860 euro.
Companies wishing to compete having until the 17th of January to submit their bid, one of the terms being that the company must already know the infrastructure of the Congressional building, in order to facilitate a smooth implementation. Full terms and conditions will be provided upon submission of tender bids.
