The Ministry for the Ecological Transition and the Demographic Challenge has opened a third call for the MOVES Flotas program, endowed with 30 million euro. The aid seeks to deepen the comprehensive electrification of large transport fleets made up of light vehicles -from mopeds to vans-, from companies or public sector entities. As the main novelty, in this third call, the minimum limit of vehicles that the beneficiary must acquire to qualify for aid is reduced from 25 to 10 units, maintaining the maximum limit at 500 vehicles and the condition that they operate in more than one autonomous community.
Charged to the Recovery, Transformation and Resilience Plan, the program is managed by the Institute for Energy Diversification and Saving, an organisation attached to the Ministry for Ecological Transition and the Demographic Challenge, which grants aid on a competitive basis.
Charging infrastructure and fleet management
The proposals that compete in MOVES Flotas III may include not only the acquisition of electric or fuel cell vehicles that replace combustion vehicles. They can also consider, in a complementary way, the development of the necessary battery recharging infrastructure for the new fleet at the company’s facilities, as well as the acquisition or adaptation of fleet management systems to digitise route control or improve the training of drivers and company personnel in order to transition the fleet towards electrification.
Among the issues to take into account, the number of subsidised charging points may not exceed the number of incentivised vehicles; a maximum aid limit of 60,000 euro is established for actions to implement fleet management systems and/or training related to the new electric fleet; and the aid limit per beneficiary who manages several fleets may not exceed 2.5 million euro.
Three types of eligible actions
Thus, the program provides for three types of eligible actions:
Acquisition of electric and fuel cell vehicles.
Installation of electric vehicle charging points in company car parks as part of the company’s electrification project.
Accompaniment actions in the transformation of the fleet towards electrification, such as the acquisition and implementation of fleet management systems or the delivery of driver training courses.
Comprehensive fleet renewal projects that include, at least, the purchase of vehicles (action 1) will be eligible, while actions 2 and 3 will be optional.
Regarding the amount of aid, for action 1, it varies according to the type of beneficiary, the type of vehicle and its motorisation, and whether another vehicle is scrapped; while for actions 2 and 3, the intensity of the subsidy is 40% of the eligible costs, which can be increased by 10 percentage points in the case of aid to medium-sized companies and by 20 points if they are intended for micro or small companies.
The aid from the MOVES Flotas program will contribute to reaching the milestones set in the “Shock Plan for sustainable, safe and connected mobility in urban and metropolitan environments”, which constitutes Component 1 of the Recovery Plan, in line with the objectives set both by the National Integrated Energy and Climate Plan (PNIEC) 2021-2030 and by the National Program for Atmospheric Pollution Control.
Aid applications may be submitted until 2:00 p.m. on October 18, 2023. Only applications for projects whose execution has not started prior to the date of registration of the aid application will be accepted. The maximum period of execution of the actions that receive the aid will be 18 months, counted from the date of notification of the favourable concession resolution.
MOVES ecosystem
This program complements the other calls of the MOVES ecosystem for the deployment of electric mobility in the country, made up of the MOVES III program -managed by the autonomous communities- of aid for the acquisition of hybrid or electric vehicles and the installation of charging points, and the MOVES Singulares II Program for innovative electric mobility projects, which has just resolved its second call with the allocation of 234.6 million to 186 beneficiary projects.
The promotion of electric mobility is one of the lines of clean mobility intervention within the framework of the Recovery Plan, which has actions led by the Ministry for the Ecological Transition and the Demographic Challenge and by the Ministry of Transport, Mobility and Urban Agenda. Both departments work to promote modal change and implement low emission zones in municipalities with more than 50,000 inhabitants, in accordance with the Climate Change and Energy Transition Law.
