The Guardia Civil, together with the Provincial Traffic Headquarters in Logroño, has sanctioned four people who wanted to fraudulently obtain authorisation to drive motor vehicles.
The actions were carried out during the inspections by agents of the Investigation and Analysis Group (GIAT) of the Guardia Civil and examiners from the Provincial Headquarters to all the applicants who take the tests to obtain the different driving licences. The objective is to avoid identity theft and any type of irregularity and illegality through the use of electronic equipment, such as earpieces, mobile phones and watches with memory, during the exams.
The behaviour of those involved during the tests made the agents and examiners suspect possible anomalies, so in order not to interfere or alter the examination process, they waited for the examination to finish to carry out their identification in a room attached to the classroom.
During this process it was possible to verify how these four people hid mobile phones, signal receivers and hearing aids between their clothes and in their ears.
These teams were prepared so that during the test they did not have to speak, but only focus the camera on the computer screen and listen to the exam answers that were communicated to them from outside through the hearing aid.
Once they were discovered, the corresponding records of intervention of the electronic material they were carrying were drawn up, at the same time that the Provincial Traffic Headquarters in La Rioja declared these people unfit to take the exam to obtain a driving licence.
It has been possible to verify that these four people, residing in Barcelona, Girona, Navarra and La Rioja, would have paid between 1,000 and 1,500 euro to the people who supplied them with the electronic devices to provide them with the answers on the day of the exams.
For these reasons, the corresponding reports/complaints have been processed, which carry a fine of 500 euro. In addition, they may not take the tests to obtain or recover the driving permit or licence or other administrative authorisation to drive within a period of six months.
Changes in the Traffic Law
The new law on traffic, circulation of motor vehicles and road safety establishes as a very serious infraction: “using intercommunication devices not authorised by regulation, in the tests to obtain and recover permits or driving licences or other administrative authorisations to drive, or collaborate or assist with the use of said devices”.
Thanks to this action, these people were prevented from fraudulently obtained the authorisation to drive motor vehicles, since they lacked the basic and necessary knowledge in terms of traffic and road safety, which would have meant a serious problem of insecurity for the rest of the users who circulate on our roads.
