The investiture debate of the president of the PP, Alberto Núñez Feijóo, will begin in the Congress of Deputies on Tuesday, September 26, at 12:00 p.m. and will likely last until Friday since the regulations establish a second vote at 48 hours from the first if it does not reach the absolute majority.
However, if all indicators are correct, the leader of the PP, proposed by King Felipe VI on August 22 on account of winning the public vote, does not have the necessary support to be invested.
Feijóo has worked hard in the last month to attract favourable votes, after having been proposed by Felipe VI as a candidate for the investiture and after being the leader of the party with the most votes in the general elections on July 23, with 137 seats of the 350 that make up Congress.
The leader of the PP has met with the leaders of Vox, Santiago Abascal, with the leader of UPN, Javier Esparza and with the president of the Canarian Coalition, Fernando Clavijo, although he began his round of contacts with the general secretary and Acting President of the Government, Pedro Sánchez, on August 30.
Later, the PP parliamentary group also met with Sumar in Congress, while ERC and BNG declined the invitation and the PP refused to meet with EH Bildu and Junts, after Carles Puigdemont requested amnesty as a condition for the investiture.
In the debate, which will begin on Tuesday at noon, according to sources from the Congress Board, Feijóo will present his government program without a time limit and will predictably remember the document that he has presented to politicians and social agents to reach a great agreement for equality. and well-being and that includes a State pact to “Defend the territorial integrity of the Spanish nation enshrined in the Constitution.”
In addition to State pacts, the leader of the PP could influence the reinforcement of the system of autonomies and his rejection of an amnesty for those convicted of the process in Catalonia. After Feijóo’s intervention, the president of Congress, Francina Armengol, will announce a recess and will indicate the time at which the interventions of the spokespersons of the parliamentary groups will begin, which will be from highest to lowest, although the PP will close these interventions.
In this way, it has been approved by the Board of Spokespersons, which has established the times established by the House Regulations for these debates. The parliamentary groups will have thirty minutes to speak and Feijóo will be able to respond individually or jointly.
The reply to the investiture candidate will be for a period of ten minutes. Article 171 of the Regulations states that the vote will take place at the time set by the Presidency, scheduled in this case for Wednesday, the day on which the debate will resume at 9:00 in the morning.
The proposed candidate must obtain the vote of the absolute majority of Congress, which is when confidence is understood to have been granted. If he does not obtain said majority, a new vote is held forty-eight hours after the previous one, and confidence will be deemed granted if he obtains a simple majority.
Before proceeding to this second vote, which would be on Friday, the candidate will be able to intervene for a maximum of ten minutes and the groups for five minutes each to once again establish their positions.
