The acting Minister of the Interior, Fernando Grande-Marlaska, inaugurated the new facilities of the General Directorate of the Guardia Civil, an action planned in the State Security Infrastructure Plan approved in 2019 and that will facilitate the high command of the body “their work in directing and coordinating the operational and territorial deployment will benefit not only the general management, but the entire institution as a whole.”
Building III is located in the Guardia Civil complex on calle Guzmán el Bueno in Madrid and after its comprehensive rehabilitation, in which more than thirteen million euro have been invested, it will house the General Directorate of the force, the Deputy Operational Directorate and its Operations Command, the General Staff, the Cybersecurity Coordination Unit and the Head of Digital Transformation and Cybersecurity, the Secretariat of International Cooperation and the Head of Special and Reserve Units.
At the opening of the property, Grande-Marlaska was accompanied by the general director of the Guardia Civil, Leonardo Marcos; the Government delegate in the Community of Madrid, Francisco Martín; the president of the Society of Penitentiary Infrastructure and Equipment and State Security (SIEPSE), Mercedes Gallizo, and the lieutenant general deputy operational director, Pablo Salas, among other authorities.
In his speech, the acting minister highlighted that the renovation of the building “summarises and symbolises the philosophy of the evolution process that the Guardia Civil has been experiencing for five years: its exterior façade maintains its original design, its representative character, but there have been renovated elements that have allowed it to improve its energy efficiency; On the other hand, the interior has been completely renovated to achieve functional and flexible work spaces, appropriate to the needs of the Guardia Civil in the 21st century.”
The general director of the Guardia Civil, for his part, has detailed that within the framework of this plan, works have been carried out to date for a total value of 185 million euro and another 127 million have been invested in equipment, supplies and repairs.
This modernisation of structures will be extended to the entire territory to improve the high number of Guardia Civil barracks. Leonardo Marcos has indicated that this is a process that will take time since the Guardia Civil has almost 2,800 barracks.
Comfort and energy efficiency
The facilities inaugurated by the acting minister are equipped with modern lighting systems, emergency notification communication systems, as well as centralised air conditioning and ventilation that allow optimal maintenance. The building has an A energy rating.
The construction, of about 9,000 square metres, has a rectangular floor plan and is made up of two bodies joined together by three cores of stairs, two at the ends and one in the centre, giving rise to two interior patios. It consists of a semi-basement, ground floor and five floors.
The comprehensive rehabilitation of Building III has sought a balance between the representative character of the property and the modernisation of spaces. The exterior image has been maintained and only the energy efficiency of the envelope on the façades and roof has been rehabilitated and improved, and the exterior carpentry has been replaced to install insulation systems.
On the other hand, the interior of the building has been completely renovated to generate open and flexible spaces that can easily be adapted to new future layouts. The installation of screens and technical floors and ceilings in most of the property has made it possible to design functional workspaces that adapt to the current needs of the Guardia Civil and offer greater comfort and energy efficiency.
