The Minister of the Interior, Fernando Grande-Marlaska, chaired a meeting of the Terrorist Threat Assessment Table after which a police reinforcement ‘of special intensity’ has been decided for during this Christmas season that adds to the complementary measures adopted last October in relation to the Middle East conflict.
Although no specific or increase threat, the Ministry of the Interior has decided to reinforce the police devices provided for in the current Level 4 activation of the Anti-Terrorism Prevention, Protection and Response Plan during the celebration of the Christmas holidays, a period characterised by numerous events and events of a massive nature, as well as an increase in travel.
The decision was adopted after an extraordinary meeting of the Terrorist Threat Assessment Table chaired by the Minister of the Interior, Fernando Grande-Marlaska. The operational reinforcement will be maintained throughout the national territory between midnight on December 18 and midnight on January 10, 2024.
The instruction issued by the Secretary of State for Security, Rafael Pérez, orders, during that period, “a strengthening of security devices and intelligence, control and anti-terrorist monitoring capabilities by the State Security Corps, as well as by the rest of the police forces and other institutions, organisations and operators, public or private in matters of security, within the framework of their respective powers and functional and territorial responsibilities.”
The police reinforcement ‘of special intensity’ During this Christmas season it will ensure the surveillance and protection of places, spaces and means of transport, as well as religious, leisure or recreational events in general, in which high concentrations of people occur on these dates, as well as the objectives and strategic infrastructures essential for the normal functioning of citizen activity.
The agreed measures are added to the complementary instructions issued by the Secretary of State for Security on October 17, 2023, which reinforced the protection of the embassies and diplomatic legations of certain countries in relation to the Middle East conflict, as they were potential terrorist targets, as well as their national interests in Spain, their places of worship and religious celebrations.
Police collaboration
The Government Delegations in the autonomous communities that have their own police forces or attached units of the National Police will urgently forward this instruction to the autonomous authorities and will convene, if necessary, the information and coordination meetings necessary to execute the measures.
Furthermore, the Secretary of State for Security has sent this instruction to the Spanish Federation of Municipalities and Provinces (FEMP) so that it can be distributed among those responsible for the local police forces and thus incorporate their operational capabilities into the Christmas reinforcement plan.
The Central Private Security Unit of the National Police will also communicate these instructions to private security companies so that they reinforce the services, procedures and collaboration measures corresponding to the current level of anti-terrorist activation.
