The Government of Spain has established the Interministerial Immigration Commission with the holding of the first analysis session on the migration phenomenon in Spain.
The Commission is chaired by the Minister of Territorial Policy and Democratic Memory, Ángel Víctor Torres, who highlighted that this body was put into operation in fifteen days, “shortening as much as possible the 30-day period for its constitution.”
Torres explained that, in today’s session, each department has taken stock of its management and priorities have been established which, at this time, due to the significant volume of arrivals of irregular vessels, are focused on the Canary Islands “80% of the irregular migration that arrives in Spain is arriving in the Canary Islands,” said the minister, who also recalled that 83% of the boats are leaving from the coasts of Mauritania.
On this issue, the Ministry of Foreign Affairs has reported that it is intensifying its work in the African country “to try to reduce as much as possible the departure of vessels on an extremely dangerous route,” added Torres.
The minister highlighted that, in the care of adult migrants, which is the responsibility of the Government of Spain, “the situation has been clearly improving with respect to previous years and at this time in the Canary Islands the situation is not, by any means, overcrowding, since the occupation of State resources, as reported by the Ministry of Inclusion, Social Security and Migration, is at 55%.”
In any case, the minister explained that in the meeting improvements have been proposed to strengthen the care teams on the island of El Hierro, which is the one that is receiving the most migratory pressure.
Regarding unaccompanied migrant minors, who are the responsibility of the autonomous communities, Torres recognised that the situation is unfair, “because not all minors can stay in the territory to which they arrive,” and insisted that the predisposition of the Government of Spain is absolute and that he is determined to work together with the Government of the Canary Islands on this matter.
He has also advanced that the legal services are analysing the proposal prepared by the Government of the Canary Islands for migrant minors to be welcomed in other communities, although he explained that these proposals require changes in organic laws and even modifications in the Constitution: “It must be a shared and collaborative solution between all communities and must also have the support and commitment of the different political groups in Congress, which are also the ones that govern many Autonomous Communities.
Torres recalled that the Government of Pedro Sánchez was the first to approve in the Sectoral Conferences the distribution of minors among the communities that volunteered, with the custody, guardianship and custody of the minors.
The Minister of Children and Youth, Sira Rego, visited the Canary Islands yesterday to analyse the progress of the bilateral agreements between the different communities and the Canarian Government to carry out this solidarity distribution.
