As the Spanish Government´s scissors continue to work their way through most sectors, the news that many companies operating purely to serve the less able were dreading, has now arrived.
Despite still being owed 17 million euro for bills dating back to 2013, the future looks a little darker with the announcement of a 3.7 million euro cut to the subsidies provided to these community based initiatives, which will inevitably result in “Some centres falling by the wayside”, according to a spokesperson for the Valencia based business association of special employment centres, Agevalcee.
The Ministry of Economy published an Official Journal of the Valencian Community, the order that calls and regulates the granting of public subsidies to promote employment for people with disabilities, with a total budget of 15,300,000 euro intended to maintain the jobs of these centres. “We will suffer a decline in subsidies as we feared”, reported the president of the group, Juan José Serrano, who stated that the budget for 2012 was 19 million euro, although only 2 million has actually been acquired and distributed among some centres.
Causing poor cash flow, strangulation of operations and then facing huge tax bills, as well as staggering interest payments, have resulted in a number of centres already closing, with more to follow, with the immediate impact of the dismissal of disabled workers, who may not be able to work in any other area of industry. In 2012, there was an average of 4,080 workers in Valencia and in the first quarter of this year the average has dropped to 3,600. The 128 active centres has dropped to 124, but that is just the start of the destruction of the network.
This week, a meeting is being held with the Director General of the Servef group, in order to seek support. A meeting where representatives from special employment centres for the disabled, and organizations like ONCE and Cermi, can combine resources.
The government are claiming the delay in payments is due to the changeover in administrations, but Serrano pointed out that, “They are paying pharmacies, universities and themselves, but what about us?”
