Agreement reached with (some) Air Traffic Controllers

The Ministry of Transport, Mobility and Urban Agenda (Mitma) has agreed, through ENAIRE, a collective agreement with air traffic controllers that facilitates job stability and social peace for the next few years while guaranteeing the viability of the company.

The Minister, Raquel Sánchez, has indicated that this agreement “will make it possible to increase the efficiency, quality, flexibility and robustness of ENAIRE’s services”, dispelling conflict in a group “that provides a crucial service for such an important sector in our economy as aviation”.

Specifically, the management of ENAIRE, a business entity dependent on Mitma, and the air traffic controllers have reached a definitive agreement to approve the III Collective Agreement for Air Traffic Controllers. The agreement will be valid for five years, extendable for another five, once its regulatory processing is completed and it is published in the BOE.

This was explained by the Secretary of State of the Ministry of Transport, Mobility and Urban Agenda, and president of ENAIRE, David Lucas, to the members of the entity’s Governing Council, during a meeting held at the Torrejón de Ardoz Air Control Centre.

New stage of improvement of work environment

Thus, during the meeting of the ENAIRE Governing Council, David Lucas pointed out that the new agreement complies with the 2018 Bases Agreement and “will allow ENAIRE to increase its competitiveness, reduce its operating costs and meet the objectives set for Spain by the European Commission in its Performance Plans”.

The agreement establishes working conditions that will make it possible to increase the efficiency and operational productivity of ENAIRE and the quality, flexibility and robustness of the services it provides, while improving the professional career and conciliation of controllers. Specifically, it will improve the efficiency of the services by gradually reducing the unit cost per controller while maintaining the working day.

The Secretary of State and President of ENAIRE has thanked the majority unions for “their height of vision” and has extended this recognition to the company’s management.

III Collective Control Agreement

The agreement reached for this III Collective Control Agreement had 10 votes in favour of the USCA and OCCA unions, which represent more than 80% of ENAIRE air traffic controllers, and only 2 votes against the SPICA and SNCA unions.

The Agreement normalises the wage bill model in line with those existing in the public business sector and establishes an annual reference productivity subject to the fulfilment of objectives and the evolution of air traffic.

The III Agreement of ENAIRE air traffic controllers occurs 24 years after the signing of the first control agreement and after more than a decade in which the labour relations of the collective were issued by an arbitration award in 2011.

ENAIRE, a company belonging to the Ministry of Transport, Mobility and the Urban Agenda, is the national manager of air navigation in Spain and the 4th most important in Europe. It provides en-route control services for all flights and overflights through five control centres in Madrid, Barcelona, ​​Seville, Gran Canaria and Palma, as well as approaches to all airports in the country.

In addition, 46 airports receive ENAIRE’s communication, navigation and surveillance services and 21 airports have its aerodrome control services, among them the busiest in the country.

ENAIRE is the fourth European air traffic manager and participates in the A6 Alliance, a coalition for the modernisation of the air traffic management system of air navigation providers responsible for more than 80% of European air traffic. It is also a member of other international alliances for the promotion of the single European sky such as SESAR Joint Undertaking, SESAR Deployment Manager, iTEC, CANSO and ICAO.

ENAIRE, as the responsible agent identified by MITMA for the implementation in Spain of the new concept for drone management (U-space) and through its digital platform, will provide common information services (CISP), essential for the provision of services U-space to drones and urban air mobility, ensuring the safe coexistence of all types of aircraft.

ENAIRE has obtained the highest rating in the key performance indicator in aviation safety in all of Europe for 4 consecutive years. In addition, it has the EFQM 500 Seal for its excellent, efficient, innovative and sustainable management of air navigation services.
