70 million boost for radiology equipment

The Council of Ministers approved the Ministry of Health’s proposal for the selection of suppliers for environmentally friendly Radiology Room equipment for several autonomous communities, centres of the National Institute of Health Management (INGESA) and State Administration Organisations, with an estimated value of 70,540,451 euro.

The autonomous communities of Aragon, Asturias, the Balearic Islands, Cantabria, Castilla y León, Castilla la Mancha, Extremadura, La Rioja, Madrid, the Valencian Community, as well as the autonomous cities of Ceuta and Melilla, participate in this Framework Agreement, through Ingesa.

This Framework Agreement Plan for High-Tech Health Equipment of INGESA (Plan AMAT-I) aims to give continuity to the objectives, which were set with the INVEAT Plan, of reducing the obsolescence of the technological park of high-tech equipment of the National Health System and increase the diagnostic capabilities of the centres by improving the technological band of the equipment to renew and expand the technological park.

An important part of the diagnostic imaging equipment, such as conventional radiology, mammography and ultrasound, could not be included in the INVEAT Plan. In the case of radiology equipment, more than half have been installed for at least a decade and, of these, 50% are based on analogue technology for image acquisition, which greatly limits the implementation and use of the new image management and distribution technologies. A similar situation is presented by installed ultrasound equipment, which also has a shorter life cycle due to the constant incorporation of technological innovations.

All this makes its renewal necessary, and centralised purchasing through Framework Agreements to which the health services of the Autonomous Communities, INGESA or State Administration bodies that express their interest voluntarily adhere. This rationalisation process is a demand aggregation technique that allows public administrations to add their needs and act in a coordinated manner in the market to obtain efficiency in spending and better use of public resources, so that they can be standardised, improve the negotiation position and the final price, and make the contracting process more efficient.
