CYCLE HELMET COMPROMISE REACHED

Having faced opposition to the enforcement of mandatory helmet wearing for cyclists in cities, the Spanish road traffic department has submitted a blueprint which eases the restrictions, which has received the approval of the Council of Ministers.

This latest change to the traffic laws state that the wearing of a helmet whilst cycling, either as the rider or passenger, is mandatory on all roads, only for those under the age of 18. For adults, the wearing of helmets will remain mandatory on roads outside city centres only, as is currently the case.

The measure represents a softening of the position of the DGT, who faced protests and complaints and were forced to form a focus group to assess the implications of helmet wearing and whether it does indeed improve the survival rate for wearers, which was the point mostly objected to by cycle groups. The matter also became a political point with politicians seemingly swinging to support the side of popularity, rather than safety.

During the same session, the wearing of crash helmets for moped and motorcycle riders was also discussed, with the proposed regulation eliminating helmet wearing exemptions, such as in the case of serious medical reasons.
